First, two essential definitions:
- Battleground states are states in which the presidential election outcome could go either way.
- Spectator states are states where presidential candidates are either safely ahead or hopelessly behind.
Now the math:
50 states plus the District of Columbia (not officially a "state" but included here as such),
minus Maine and Nebraska (district-based methods as of 1969 and 1992 respectively),
minus 12 battleground states =
37 spectator states divided by 49 winner-take-all states in total =
75% of the winner-take-all states are politically irrelevant = most of the country
