The National Popular Vote organization offers a quick way to ask your New Mexico legislators and officials to support the National Popular Vote bill (http://www.national-popular-vote.com/Campaign/NM/NM6).


After pressing the SEND EMAILS button you will receive an email confirmation that lists the names of the state legislators and officials to whom your message was sent along with other actions you can take.


Since your message destination was custom-tailored to your zip code, the names shown under YOUR LEGISLATORS in the confirmation email are the New Mexico Representative and Senator for whom you are a CONSTITUENT, which means that you live in their legislative district and have voting power over their political careers.


But note that this will not necessarily reach the committee members who are the actual decision-makers determining the National Popular Vote bill's future. See STEP 4 below for details on that essential action.

New Mexico's 2019 National Popular Vote bill (House Bill 55) has been assigned to the following two Senate committees:


Senate Rules Committee (SRC)—first

Senate Judiciary Committee (SJC)—second


The period between now and the Senate Rules Committee hearing is a CRITICAL time for ALL New Mexicans to contact their State Senator in support of the bill (once more). Just because a Senator may have voted for the National Popular Vote in 2017 does NOT guarantee that she or he will vote yes again. Please complete the important ACTION STEPS below:

STEP 1: EVERYONE: BEFORE THE FIRST SENATE HEARING CONTACT YOUR LEGISLATORS (ONCE MORE)

STEP 2: COMMITTEE CONSTITUENTS: BEFORE EACH HEARING CONTACT YOUR OWN COMMITTEE MEMBER

Regardless of where in New Mexico you live, before each National Popular Vote-related committee hearing in the New Mexico Senate please personally email, call, or visit the Senate committee member for whom you are a CONSTITUENT and politely but assertively encourage her or him to support House Bill 55.


This step is CRUCIAL because this nationally important bill can easily come to an abrupt and immediate end in New Mexico's 2019 legislative session if it encounters a negative vote total or even a tie in any of the hearings. If this were to happen, New Mexicans most likely would have to wait until 2021 to try again since New Mexico alternates between a 60-day and 30-day legislative period from one calendar year to the next. Like 2018, the 2020 session will be too short to promise National Popular Vote bill success.


To learn about a given committee's membership and composition, simply click on the committee links above. (Alternatively, first select the New Mexico Legislature website's "Committees" tab [https://www.nmlegis.gov] and then the committee title in question.)


Once you are on the committee's New Mexico Legislature page, scroll down to the list of committee members and click on your State Senator's hyperlinked name, if serving on the committee, to easily obtain her or his contact information.


LEGISLATURE TIP #1

If you plan to meet with your State Senator in person, consider wearing one of our "National Popular Vote" or "Popular Vote" buttons and bringing our flyer or postcard to leave with them. See this website's Events page for upcoming opportunities to pick up our FREE materials.


In addition, you also might consider preparing a brief "elevator speech" to tell your State Senator (and anyone else) why you support New Mexico's National Popular Vote. STEP 3: EVERYONE: GET READY TO BE A HEARING ATTENDEE

Please plan to personally attend as many of the National Popular Vote-related committee hearings as possible to visually demonstrate House Bill 55's level of citizen support by sheer body count.


You also will be able to express your support for the bill by show of hands when the committee chair invites the audience to do so. (Detractors of the bill will receive the same opportunity.)


In addition, if you are willing and well-prepared consider briefly speaking on the bill's behalf if the committee chair provides the chance. Be sure to stay flexible and in the moment, though. Sometimes speaking makes sense, especially when in the interest of time you simply state your name and indicate that you favor the bill's passing.


But at other times it may be more advantageous to not hold up a committee's vote. If you have joined one of our citizen groups, we will try together to better understand the legislative process's complexities and nuances.

LEGISLATURE TIP #2

Committee hearing dates, times, and room numbers often are scheduled quite late and even then can change last-minute. It's also important to keep in mind that the times during which bills are scheduled to be heard can significantly shift while other bills are considered earlier or later than planned. The best strategy is to arrive hours beforehand and listen to the other bills being heard by the same committee, which generally is quite interesting in any case. Also keep the limited parking during the legislative session in mind and add extra time for that as well.

In-between the committee hearings please also email, call, or visit New Mexico legislature's majority leaders, caucus chairs, and speakers since their positions enable them to wield a large amount of influence.
