What you can do: January-March 2019

STEP 1: USE EASY AUTOMATED SYSTEM TO EMAIL YOUR STATE LEGISLATORS AND OFFICIALS (EARLY JANUARY)

The National Popular Vote organization offers a quick way to ask your New Mexico legislators and officials to support the National Popular Vote bill (http://www.national-popular-vote.com/Campaign/NM/NM6).


After pressing the SEND EMAILS button you will receive an email confirmation that lists the names of the state legislators and officials to whom your message was sent along with other actions you can take.


Since your message destination was custom-tailored to your zip code, the names shown under YOUR LEGISLATORS in the confirmation email are the New Mexico Representative and Senator for whom you are a CONSTITUENT, which means that you live in their legislative district and have voting power over their political careers.


But note that this will not necessarily reach the committee members who are the actual decision-makers determining the National Popular Vote bill's future. See STEP 4 below for details on that essential action.

STEP 1: INCREASE YOUR BROADER INFORMATION SHARING AND ACTIVE SUPPORT (EARLY JANUARY)

New Mexico's state legislature will officially convene on January 15, 2019, and close on March 16. In early January at the latest, begin expanding your networking efforts on the National Popular Vote bill's behalf and invite family members and friends to attend the upcoming public forums and legislative hearings with you. If you have not already, join our citizen groups to become part of the larger effort.

STEP 2: ATTEND PUBLIC FORUMS ON THE NATIONAL POPULAR VOTE (JANUARY/EARLY FEBRUARY)

Our public forums not only will be informative but also a good time to get to know other National Popular Vote champions and to better understand the current legislative lay of the land. Speakers likely will include one or more key legislators backing New Mexico's National Popular Vote bill as well as the president of the National Popular Vote organization, who also will function as an expert witness during the legislative hearings.


STEP 3: CONTACT YOUR OWN COMMITTEE MEMBERS BEFORE EACH COMMITTEE HEARING

Before each National Popular Vote-related committee hearing in the New Mexico House and Senate please personally email, call, and visit the committee members for whom you are a CONSTITUENT and politely but assertively encourage them to support New Mexico's National Popular Vote bill.


This step is CRUCIAL because this nationally important bill can easily come to an abrupt and immediate end within New Mexico's 2019 legislative session if it encounters a negative vote total or even tie in any of the hearings. If this were to happen, New Mexicans most likely would have to wait until 2021 to try again since New Mexico alternates between a 60-day and 30-day legislative period from one calendar year to the next. Like 2018, the 2020 session will be too short to promise National Popular Vote bill success.


You can look up your particular state legislators by entering your home address on the New Mexico Legislature's "Find Your Legislator by Address" page (https://www.nmlegis.gov/Members/Find_By_Address). To locate the National Popular Vote's bill number and related information once posted, enter "popular vote" on the New Mexico Legislature's "Find Legislation by Keyword" page (https://www.nmlegis.gov/Search). LEGISLATURE TIP!

Committee hearing dates, times, and room numbers often are scheduled quite late and even then can change last-minute. It's also important to keep in mind that the times during which bills are scheduled to be heard can significantly shift while other bills are considered earlier or later than planned. The best strategy is to arrive hours beforehand and listen to the other bills being heard by the same committee, which generally is quite interesting in any case. Also keep the limited parking during the legislative session in mind and add extra time for that as well.

STEP 4: ATTEND THE NATIONAL POPULAR VOTE'S COMMITTEE HEARINGS

Please plan to personally attend as many of the National Popular Vote-related committee hearings as possible to visually demonstrate the bill's level of citizen support through sheer body count. You also will be able to express your support for the bill by show of hands when the committee chair invites the audience to do so.  (Detractors of the bill will receive the same opportunity.)


If you are willing and well-prepared, finally consider briefly speaking on the bill's behalf when given the opportunity. Be sure to stay flexible and in the moment, though. Sometimes speaking makes sense, especially when, in the interest of time, you simply state your name and indicate that you favor the bill's passing. But at other times it may be more advantageous to not hold up a committee's vote. If you have joined one of our citizen groups, we will try together to better understand the legislative process's complexities and nuances.


STEP 5:  CONTACT AND VISIT TOP LEGISLATORS IN-BETWEEN THE COMMITTEE HEARINGS

In-between the committee hearings, please personally email, call, and visit the New Mexico legislature's majority leaders, caucus chairs, and speakers on behalf of the National Popular Vote since their positions enable them to wield a large amount of influence.

STEP 6: EMAIL, CALL, AND VISIT THE GOVERNOR

New Mexico's new governor will be the ultimate decision-maker for the National Popular Vote bill and, if it's passed by both the House and Senate, needs to sign the bill before April 5, 2019, for it to not become pocket-vetoed. If s/he does sign the bill, New Mexico will have the special privilege of becoming the National Popular Vote's 12th enacting state (13th enacting jurisdiction, incl. the District of Columbia), and it will be time to CELEBRATE!


STEP 7: SUPPORT THE NATIONAL POPULAR VOTE BILL IN THE REMAINING STATES

Since the National Popular Vote bill must reach a threshold of 270 electoral votes before it becomes effective at the national level, we are all in this together! Please support the National Popular Vote efforts in the remaining states by helping to spread the word and encouraging family and friends who may live there to become informed and active National Popular Vote champions.
